Check proposal capacity before buying bid support

Find the workstream bottleneck behind an attractive opportunity.

Published 30 October 2026 · Federal Bid Partners resource · Free to use

Opportunity fit includes the ability to produce a supported response on time. This worksheet compares workstream demand with the capacity you are prepared to commit. It helps you decide whether to narrow the pursuit, seek support or hold the decision while a critical dependency is unresolved.

Treat the pursuit decision as a resource decision

A promising notice does not create available technical, pricing or management time. Identify the people who can supply facts, make commitments and approve the response. Use role labels here rather than personal details.

Check the actual opportunity status and instructions before allocating effort. Historical award data or a pipeline forecast is a research input; neither substitutes for a current solicitation and a decision to pursue it.

Compare each workstream, not just the total

Enter the hours your team expects to need and the hours it can actually commit for each workstream. The calculation shows both the aggregate gap and the sum of individual workstream shortfalls. Surplus review time does not automatically replace a shortage of technical writing capacity.

These are your assumptions, not a service price, a staffing promise or a probability of winning. Keep question deadlines, approval availability and submission responsibility alongside the hours.

  • Technical facts and solution decisions.
  • Pricing and commercial approval.
  • Drafting and coordination.
  • Independent review and final assembly.

Choose a support boundary that addresses the gap

If the facts exist but writing capacity is short, discuss a bounded drafting scope. If the approach is undecided, the first work may be a facilitated outline or gap review. If approval authority is unavailable, external writing cannot remove that decision dependency.

Ask a provider what client participation its scope assumes. Compare the quoted work against the bottleneck, rather than buying a large package because the opportunity has a large headline value.

Read the fictional capacity example

The sample has 20 needed hours and 18 available hours across writing and review. The aggregate gap is two hours, but writing alone is four hours short. The extra review capacity cannot be counted twice or treated as interchangeable without a deliberate reassignment.

A sensible next action is to discuss that writing gap and the required inputs. An equally valid outcome may be to change the internal plan or pause the pursuit; this worksheet does not make that business decision for you.

Make the commitment explicit

Before assigning outside work, agree the deliverables, client inputs, decision owners, dates and handoff. Keep a record of which assumptions would cause the team to reconsider the pursuit.

Where registration or vendor-profile work is the actual barrier, use the SAM support route instead of confusing it with proposal production. Official registration and a professional assistance engagement are separate activities.

Review the brief before requesting support

  • Each workstream has committed capacity, not assumed availability.
  • Technical and price approvals are assigned.
  • A provider scope addresses the actual shortfall.
  • The pursuit has a recorded hold or reconsideration trigger.

This tool organizes preparation. It does not update an official record, submit an offer, certify compliance or guarantee an award, assessment or processing result.
